V. GOLF RULES AND REGULATIONS

The golf activities, golf course and grounds will be overseen by the Golf and Green Committee appointed by the Board of Governors of the Club. The Golf and Green Committee will be in charge of all tournament operations, handicapping, golf operations procedures, all areas pertaining to the playing of the course and enforcement of the rules that apply to the golf course.

It is the intent of the golf rules to insure the maximum enjoyment and safety of all golfers at Pleasant Valley Country Club. All members are encouraged to become familiar with these rules and while having consideration for fellow members, help the Golf and Green Committee in the enforcement of the golf rules. It is hoped that the pride all members take in Pleasant Valley Country Club and the golf course will help in the attractiveness of our club.

GENERAL

A. Rules of the United States Golf Association along with any local rules set by the Golf and Green Committee or the Golf Professional will be in effect for all play. Local rules will be published periodically by the Golf Professional and will be available in the Golf Shop or on the scoreboard.

B. The golf course will be open for play at 8:00 A.M. Tuesdays through Sundays and Holidays. The golf course will be closed on Mondays, except for Memorial Day and Labor Day. The Club and course will be open on these days and closed Tuesday.

C. On the days when the course is closed, all golf facilities, including the practice range and putting green, are closed.

D. No jogging, walking, or bicycle riding on the golf course is permitted when the course is open for play. Also, fishing is prohibited while the course is open for play.

E. The Club shall at all times encourage all tournaments, committees and Club members to purchase prizes and favors from the Golf Professional. The Golf Professional shall have the exclusive right to merchandise any Pleasant Valley crested or logo item to tournaments, committees and club members.

Any use or duplication of the Pleasant Valley crest or logo or anyone other than the Golf Professional, must first have prior approval of the Board of Governors.

RESPONSIBILITIES

A. All members, the Assistant Golf Professionals, the Golf Course Superintendent and his assistants are responsible for reporting any violations of the golf course rules to the Golf Professional. The Golf Professional shall relay the report to the Golf and Green Committee for appropriate action.

B. Each member is responsible for the conduct of his guests, and if the guest violates the golf rules, the member shall be held fully responsible.

C. Each member is responsible for turning in an accurate score following each eighteen hold round. The Golf and Green Committee shall be responsible for the establishment of handicap procedures. The Committee, at its sole discretion, may determine the handicaps of participants for club-sponsored events based on facts presented to the Committee. Any player failing to return a completed scorecard to the Golf Professional may have a score equal to his/her lowest score of the last twenty posted.

STARTING TIMES

A. Regulations of play and starting times shall be the responsibility of the Golf and Green Committee and the Golf Professional.

B. The Pleasant Valley Country Club golf course of twenty-seven holes is considered as one eighteen hole course (Holes 1-18) and a “Third Nine” (19 - 27). All players must begin play on Hole #1 except when playing the Third Nine (See rules for third nine). The Golf Professional or his assistant on duty may allow play on another hole if playing conditions so warrant and such action will not interfere with other play on the golf course.

C. Reservations for starting times shall be made by contacting the Golf Shop. Reservations for starting times for Saturday may be made the preceding Thursday at 7:30 A.M. Reservations for Sunday may be made the preceding Friday at 7:30 A.M. Reservations for weekday times may be made the preceding Sunday at 7:30 A.M. If a holiday falls on a Monday, times may be made the preceding Saturday at 7:30 A.M.

D. The method for taking tee times will be as follows:

There will be two methods for taking tee times, by phone and in person, and these two methods will be alternated when demand for times call for both methods. Phone times will begin at 7:30 AM and on a first call basis. In person times will be taken at 7:30 AM and the order of gaining times will be determined by a first come basis. Each person making a tee time will be allowed to make one time for any one day and the names of at least two other players must be given at the time for restricted periods of play unless the Golf Professional deems a lesser pairing to be justified.

E. All players must be registered in the Golf Shop before beginning play (including Third Nine) and be ready to play at the group’s designated starting time. Any group failing to take its proper place on #1 Tee will be moved back as directed by the Golf Professional or starter.

F. Individuals who do not have a game may call or come to the Golf Shop in order for the Professional or starter to find them a game. Golf games for individuals will be found on a first come basis, taking into account the wishes of players with the tee times.

G. Discretion is vested in the Golf Professional or starter to accommodate groups of members who have failed to get a starting time. The Golf Professional or starter will only be allowed such discretion when there is a place for such a group and members who have starting times are not unduly inconvenienced.

H. All players are encouraged to play an eighteen hole round in under four hours. If a group falls out of position (one hole or more behind the group in front and over a four hour pace), the slow group must invite the group behind to play through. When play is delayed due to a lost ball, the group playing behind shall be invited to play through when such action will speed up play of the field.

PLAY RESTRICTIONS AND PAIRINGS

A. Saturdays before 10:30 A.M. will be designated for the member of record on the primary golf course.

B. Tuesdays before 10:30 A.M. will be designated for adult women on the primary golf course.

C. Threesomes and foursomes are permitted on the course at all times when the course is open for play. Fivesomes are permitted on the 1st tee on weekdays and after 12:00 P.M. on Saturdays and holidays. Sixsomes are permitted on Third Nine only. Less than threesomes are prohibited from play on the 1st tee from 11:30 A.M. to 1:00 P.M. weekdays, and before 12:00 PM on Saturdays and holidays.

D. Twosomes have no priority over larger pairings.

E. Afternoon times under play restrictions are based on Daylight Savings Time. When Standard Time is in effect, afternoon play times will be moved forward one hour. Daylight Savings Time will be considered IN SEASON and Standard Time will be considered OUT OF SEASON.

F. Juniors under the age of 16 may play on the first tee before 10:30 A.M. and after 2:30 P.M. on weekdays (except Tuesdays when they may play only after 2:30 P.M.). They may play after 2:30 P.M. on weekends and holidays. Junior play restrictions also apply when the junior is playing with an adult. The Golf Professional may modify junior play restrictions for a junior whose handicap falls under a 16.

G. The Golf Professional, within policy approved by the Golf and Green Committee, shall have complete authority to waive any play restrictions if playing conditions warrant such action.

THE “THIRD NINE”

A. The “Third Nine” shall be considered holes 19 thru 27.

B. Anyone (men, ladies or juniors) may play the Third Nine at any time. The maximum number of players on the Third Nine will be six players.

C. If the Third Nine is occupied for tournament play, the Golf Professional may designate another nine holes for open play.

D. If a player or players begin play on the Third Nine, and wish to play an additional nine holes, the group must have a turn time for the first tee and the group must fit into the requirements for play restrictions in order to play at their turn time.

CLASSIFICATIONS OF GUESTS AND RESTRICTIONS ON PLAY

A. IN TOWN GUEST - An in town guest is a guest who has been personally invited to play golf by a member, and who resides within a 75 mile radius of the Club. The in town guest must be accompanied by the member. An in town guest may play one time during any calendar month. An in town guest may not play on Saturdays and holidays before 10:30 P.M. during the In Season (Daylight Savings Time). In town guest fees will be $70.00 on weekdays and $95.00 on weekends and holidays.

B. OUT OF TOWN GUEST - An out of town guest is a guest who has been personally invited to play golf by a member, and who resides outside a 75-mile radius of the Club. The out of town guest must be accompanied by the member. An out of town guest may play two times during any calendar month. An out of town guest must receive a valid guest card from the Club Office in order to play on Saturdays or holidays in Season (Daylight Savings Time). Out of town guest fees will be $70.00 on weekdays and $95.00 on weekends and holidays.

C. IMMEDIATE FAMILY GUESTS - A club member having a member of their immediate family as a guest may register the family member with the Club Office and receive a guest card. A family guest who resides within a 75-mile radius of the Club may play one time per calendar month. A family guest who resides in an area over 75 miles from the Club may play a maximum of one week during any three month period and may play without the member. The term “immediate family” includes father, mother, son, daughter, sister, brother or in-laws of such of the member’s family. Family guest fees will be $35.00 on weekdays and $45.00 on weekends and holidays.

D. HOUSE GUEST - A house guest shall include a guest who is not a family guest who is residing overnight in a single family dwelling of a member. The house guest must reside in an area over 75 miles from the Club to be considered a house guest. The house guest must be accompanied by the member. A house guest must receive a guest car prior to playing from the Club Office. The house guest may play a maximum of one week during any three month period. House guest fees will be $70.00 on weekdays and $95.00 on weekends and holidays and must be charged to the member.

E. RECIPROCAL GUEST - A reciprocating guest is a guest who is a member of another USGA affiliate country club and whose Golf Professional has called for them to have the privilege of playing Pleasant Valley Country Club. Such a guest may play a maximum of one time during any one quarter of the calendar year. A reciprocating guest may play without a member at the Golf Professional’s discretion. Such guests will be limited to two foursomes per day at non-peak hours as determined by the Golf Professional. Reciprocating fees will be $110.00 on weekdays and $130.00 on weekends and holidays.

F. TWILIGHT GUEST - A twilight guest is a guest invited to play with a member after 4:00 P.M. all days except holidays. All restrictions for guest play apply to a twilight guest. The twilight guest fee is $55.00.

G. UNACCOMPANIED GUEST - The following is a set of guidelines to follow while using the unaccompanied guest rate. Fees will be $95.00 on weekdays and $115.00 on weekends and holidays.

     • T-times MUST be pre-arranged by the sponsoring member through the golf shop.
     • Unaccompanied Guest will be allowed during the following times:
     • Saturday & Holidays: After 12:00
     • Sunday: Before 11:00am & After 2:00pm
     • Tuesday – Friday: Before 11:00am & After 2:00pm
     • *Please keep in mind that Friday will be considered a weekend and weekend unaccompanied rates will apply.
     • The member will be responsible for all charges incurred by their respective guests.
     • If a member is not with his / her guests at all times, the guests will be considered “Unaccompanied” and the appropriate fees will be charged. (Example:   
       Member is not with them when they tee off or has to leave during any part of the round.)
     • If the unaccompanied guest is a family member, and is not accompanied by a member, the unaccompanied guest fee will apply and NOT the Family rate.
     • Normal restrictions will apply according to how many times a guest can play during respective months.

H. A member may invite a maximum of three guests at any one time. All in town, out of town and house guests must be accompanied by their sponsoring member.

I. Members or juniors (under the age of 16) may invite junior guests (under the age of 16) to play the course. Such juniors will be limited to one time per calendar month and must play within the time restrictions set up for juniors under play restrictions. The junior guest fee will be $25.00 all days.

COURSE CLOSING

The golf course, the practice tee or the practice putting green may be temporarily closed when in the opinion of the Golf Course Superintendent, Golf Professional or the Golf and Green Committee the course is too wet or when playing conditions would adversely affect the golf course.

PRACTICE

A. All practice shall be confined to the practice tee, practice green and putting green.

B. At no time will practice be allowed on the golf course.

C. Only practice balls made available by the Golf Professional shall be used one the practice tee. Practice balls are not to be removed from the practice areas.

ATTIRE AND EQUIPMENT

A. Each player must have his/her own equipment and no more than one player is permitted to play from one bag.

B. Members and guests must be in appropriate golf attire when playing or practicing. Male golfers must wear shirts with collars and sleeves. The exception to this is turtlenecks, which must have at least an inch and a half collar. All shirts must be tucked in. Appropriate golf shorts may also be worn. Cargo shorts are acceptable, but must be in similar fashion to that of regular Bermuda-length golf shorts. Ladies are encouraged to wear shirts with collars, although not required. They may also wear sleeveless shirts, but it must cover the mid-section. Halter tops and tank tops are not acceptable golf attire. Women’s golf shorts are also acceptable and it is suggested that they be no more than five inches above the knee. Short shorts stopping at the upper thigh, blue jeans and/or denim, cut-offs, coaches’ shorts, sweat pants, and tennis shorts are not considered proper golf attire.

C. Only regulation golf shoes are permitted to be worn on the golf course. Pleasant Valley requires the use of “soft spike” type golf shoes or an industry equivalent. Juniors under the age of 16 may wear flat-soled tennis shoes.

GOLF CART PROCEDURES

A. Golf cars shall be operated in careful manner by each operator. Each cart is equipped with operating instructions and these instructions shall be followed at all times.

B. A golf cart may only be driven by a person 16 years of age or older with a valid drivers license. No more than two adults may ride in a cart. Only two bags are permitted on the golf cart.

C. Members are fully responsible for any injury to person or property, including damage to the golf cart while in their use or use by members of their family or their guests. Neither the Club nor the Golf Professional shall be liable for any injury to person or property which might result from use of a golf cart.

D. Signs, cart paths and ropes will guide the directions of carts and will mark the approach limits to greens. Carts must stay on the provided cart paths around all greens and tees and all wheels should be on these paths.

E. When operating a cart, the driver should avoid any worn areas, ground under repair, or bare areas within the rough. A driver may determine the best route to take to their ball which will avoid these conditions.

F. The Golf Course Superintendent, Golf Professional or the Golf and Green Committee may determine when the course is too wet for golf or pull cart use. During these periods, carts must remain on the paths throughout the course of the round. To designate these periods, the “CARTS ON PATHS” signs will be placed on the beginning hole of each nine.

G. Pull carts or motorized pull carts must stay in the roughs and may not get in the fairways at any time when golf cars are restricted to paths.

H. No personally owned golf cars are permitted on the course at any time.

                                          18 HOLES-2 PLAYERS $34.00

GOLF COURSE CARE

A. At no time shall any club other than a putter be used on the greens or putting areas. Flag sticks shall be placed on the green in a careful manner when taken out of the hole.

B. Golf bags shall not be carried on or placed on the greens.

C. Any divots made in the fairway or rough shall be replaced when at all possible. The player should use sand provided on the cart to fill in areas where a divot could not be replaced.

D. Every ball mark or depression made on any putting surface shall be carefully repaired in the proper manner. Please consult the Golf Professional on the proper way to repair ball marks.

E. All sand bunkers shall be carefully repaired by the player after use.

F. In muddy conditions, please clean off golf shoes before walking onto putting surfaces, and into Golf Shop or Clubhouse.

G. Players should pick up any tees that are on the teeing ground in
order to prevent damage to mowers.

H. In taking practice swings, players should avoid taking divots, which cause damage to the course.

I. All members are encouraged to use proper containers for cups, cans, bottles or other refuse. To maintain our beautiful course, please pick up any articles not belonging on the course. YOUR HELP IS APPRECIATED! No glass bottles are permitted on the course at any time.

COURTESY ON THE GOLF COURSE

A. Safety: Prior to playing a stroke or making a practice swing, the player should ensure that no one is standing close by or in a position to be hit by the club, the ball, or any flying object due to the stroke or swing.

B. Stopping after nine holes: Players finishing nine holes of play must continue without undue delay. A group which delays play through nine holes will forfeit their position on the golf course, and must only begin play when a gap between groups exists.

C. Do not stand close to, move or talk when a player is about to hit. Do not stand in the line of another player or close to the hole as another player is about to putt.

D. Go immediately to your ball. Make your club selection, and be prepared to hit when it is your turn.

E. When the play of the hole has been completed, players should immediately leave the putting surface.

F. In the interest of all, players should play without delay. If a group falls more than one hole behind, they should allow the following group to play through.

G. Players searching for a lost ball should allow the following group to play through when such action will speed up play for the entire field.

H. Be considerate of other groups on the course. Do not yell or shout in a manner that will affect the game of other players on the course.

DELIBERATE DAMAGE TO COURSE

Any deliberate damage to any part of the course, regardless of the motivation, shall subject to appropriate disciplinary action as determined by the Board of Governors.

GOLF RULE VIOLATION

A. All members, the Golf Professional Staff, and the Golf Course Maintenance staff are responsible for reporting violations of the golf rules to the Golf Professional. Repeated violations of the golf rules by a member may be considered by the Golf and Green Committee.

B. The Board of Governors, with sufficient cause, may take any action they feel appropriate in order to uphold the golf rules and regulations.
